Federal Skilled Trades Program (FSTP)
Applying through the FSTP is one of the many ways you can immigrate to Canada as a Skilled Trades Professional.
Eligibility Criteria
To be eligible for the FSTP, you must:
- Have a valid job offer of continuous, paid, full-time employment (at least 30 hours per week) from up to two employers in Canada for at least one year or a certificate of qualification* from a provincial or territorial agency.
- Provide evidence of basic language proficiency from a designated language testing organization, demonstrating that the applicant meets the minimum threshold established by ircc — Canadian Level Benchmark (CLB) 5 for speaking and listening, CLB 4 for reading and writing.
- Have gained 2 years of full-time work experience (or equal amount of part-time work) in skilled trade in the five years prior to application.
- Be able to demonstrate the skills and experience and that they have performed the essential duties of the occupation.
A certificate of qualification proves that a person is qualified to work in a certain skilled trade in Canada. With a qualification certificate, applicants demonstrate that they have passed a certification exam or have met all the requirements to practice their profession in a specific province or territory.
FSTP candidates must plan to reside outside the province of Quebec. The province of Quebec selects its own skilled workers through a unique immigration system.

- Major Group 92, processing, manufacturing and utilities supervisors, and utilities operators and controllers
- Major Group 93, central control and process operators and aircraft assembly assemblers and inspectors, excluding Sub-Major Group 932, aircraft assemblers and aircraft assembly inspectors
- Minor Group 6320, cooks, butchers and bakers
- Unit Group 62200, chefs
